America isn't "land". It wasn't called America when the natives ruled. America as an ideal comprises everything the nation has done since its conception and at least to some degree you can pontificate on whether it has been a force for "good" or not.
Its a pretty rudimentary version of what I'm getting at but the point is there's levels to American racism that its hard for others to fathom. I only get this because I've lived in America and abroad.

History has not deemed anything, because history has never looked anything like the present. White supremacy is not a culture, its an idea that cuts across many cultures in ways that would not have been possible in the past.
It is impossible to underestimate the enduring hegemony of such an idea in a world where information proliferates as quickly as it does. White supremacy as an idea is just as inherent to the mindset of blacks as whites, if not more so.
Brazil itself is a perfect illustration of enduring white supremacy. Beyond that I can't see what it and Russia have to do with anything
