why is e-40 on there let alone #2? he never came off as a gangsta rapper to me..more of a flossy/witty wordplay type; and his incident with biggie obviously wasn't in this decade

The 1st Italian mobsters 1st settled in the bay before settin up shop in ny and Chicago or Philly. Bloods and crips started in the bay.
