they can't. none of these are tag team acts. Cody and Jey are a cobbled-together team of singles guys, and despite being the champions... so are Finn and Priest. It's the way of WWE more often than not - the top of the tag division is either two singles guys, or when it is actual tag teams... they're eventually going to lose to two singles guys.
Doubly-so if they're two singles guys who don't get along. If the two singles guys don't get along, they definitely winning the titles. Word to Cena and HBK.
