Foley said in his book, that at the Royal Rumble he and HHH wanted to use real barb wire. However Vince wouldn't allow the real stuff to be used on HHH, but okayed it for Foley. You can tell when they make the change when the 2x4 is put behind the announce table and then reappears again later in the match.
