WM 39 was different since it really was a scheduling conflict. The mistake they made was having Cody be so focused on Roman's belt, he should've been focused on winning a championship no matter if it was Seth or Roman. His bytch ass going into business for himself at the Rumble is what really fukked things up.
Rock vs Roman was always supposed to happen whenever Rock's schedule was free.Rock went into business for himself and the fans didn't accept it. I guarantee Roman/Cody II was penciled in as soon as WrestleMania 39 ended. Triple H said the card was finalized in October.
Cody shouldn't have won the Rumble if the plans were changing, but that was a power move by Triple H and it paid off.

What's ironic is that Cody really needs Rock vs Roman to happen, because if it doesn't then he'll be looked at as the guy that killed Roman's dream match.I know that match had been on the table for years, but by the time Rock was ready, Cody's story had fans invested in it. Anything other than Cody beating Roman for the title last year wasn't going to work.

Cody didn't gain anything from facing Seth. For him to finish his story, he had to win the WWE Championship. Somebody had to beat Roman at some point. If not Cody, then who? Kayfabe-wise, it makes no sense for Cody to pick Seth. Who do you choose, the guy you beat three times, including at WrestleMania? Or the guy who has the title you've wanted for two years, the guy who's held the industry hostage for four years, and the guy who you had beat a year ago until his family interfered?
But this all happened because Cody won the Rumble. Even Brian Gewirtz said he shouldn't have won if Rock/Roman was the plan.
