Nothing official but a good guess is that the women didn't have a HIAC match so instead of having 3 HIAC matches on the PPV they just put Roman v Rey on SD and then made the Bayley v Bianca a HIAC match.

Like I said a few pages back, the WWE has the best video department ever. They'll put together a video package that'll make it feel like Bianca and Bayley have had a blood feud for years.
