The women that made up the majority of the ROH women's division were abysmal though.
Hell, more than half of the WWE women's division are dreadful.
The best women's division overall is Impact's crew.

I don't mean use ROH's roster. I mean using ROH as the place were these women can work constantly and learning the ropes. Having quick, nothing matches on Dynamte and squashes in DARK and Rampage ain't gonna help them, They gotta get them going and if they can't have the TV time in AEW, then they gotta find another promotion so they can actually develop.
