Probably the second one. They're not all that great at having more than one women's storyline fully developed at a time. Sadly, there probably won't be any real developments for her until they put her in a program with whoever is supposed to take the title off her.

They have Tay Conti, Ruby Soho on the face side that Jade has either not wrestled or only wrestled once or they could renew the Red Velvet feud.
And whenever Hikaru Shida comes back she would be a good feud for Jade.
Also they still have the option of Kris Statlander as an opponent once she's done with her feud with Leyla Hirsch.
