Can't go after the world title because The Fiend has it.
Can't go after the IC title because Shinsuke has it.
Roman is busy with Corbin so a high profile feud with him is out of the question.
They brought him back to feud with Shorty G. Shorty fukking G!!!!
He's just an extra body that WWE is scared could end up being a boon to another promotion currently.
