They could've made one of those Youtube shows just be developmental and have their greener wrestlers do storylines and learn and grow on there before coming onto the live TV shows.
Have Elevation be developmental and Dark be where folks can wrestle when they aren't on Dynamite or Rampage.

I think they need an OVW where something that isn't necessarily online where these newer wrestlers can work stuff out without it being all over the internet.
