Given that scenario, why would you need slaves? I am sure people will flock to your land and work for the empire seeing how it can provide for them.

Is there any difference between "indentured servants" and people willing to work for lower then minimum wages? In this new land we will still have prisons. And we will still have prisoners working for small wages which we currently refer to as modern day slavery.
