just a guess...white paint sprayed like that is common for a landlord to do in NYC on graffiti or other unwanted art on their property...they will usually have painters come out n finish the job afterwards

wouldnt the artist get permission from the owner before putting that on the building?

If not...then if the owner did do this....this is on the artist for not asking permission first.
