Historically this has always come about when local and state level institutions don't handle business. Especially on the civil rights front. Don't want the feds involve? Do the right thing. I realize that's a problem for some though.

They should be subject to something similar to the uniform code of military justice minus the non judicial punishment portion. They already have that

None of these "sources" are unbiased...THEY ALL HAVE AN INNATE BIAS. During Ferguson, Al Sharpton BHO's African American male MSNBC mouthpiece was saying this "federal policing" word for word.
I could go to CNN and ask if this is reputable site?.....The exact same news organization that during the first Gulf War had reporters in Atlanta with a green screen on, simulating a news broadcast LIVE from Baghdad.....a "reputable" source.

This is unlikely to happen cuz them red states will cry bloody murder. Anyway this isn't a good idea. The reason because it will be harder for black folk on a local level implement change. Imagine a Republican is president or a Congress controlled by Republicans. And we have a Alton Sterling situation again. They won't do much to make change. At least on a local level we could implement effective change. Plus the Federal government isn't really in our interest either. A federal police could back fire. And people who say it will root out klansmen. Not really. You have white nationalist in the military and various federal law enforcement agencies. It won't stop them from joining.
if Obama actually said something of the sort it should exsist on multiple places all over the interwebs.

If its done right, a federalized police force could be a good thing. Just a few quick thoughts..
One problem federalizing police would fix is the lack of standardization in police training. You have a different standards of training and different priorities in the police department due to funding. For example, A big city with lots of revenue coming into the city can afford to run a 9,12 month police academy and provide continuous training vs a small town only being able to provide a 90 day police academy and the rest is OJT. Also, there are some places that require you to actually have college credits, a BS or military experience in lieu of education as a prerequisite. If this was a requirement all across the board, it would help with filtering out some of the "good ol boys"
Federal funding also has the potential to do away with police departments that mainly focuses on "meeting a ticket" quota to create revenue for the city and the police department.
