In my experience only black women say that. And it's meant to be an insult (in my experience) because white women are supposed to be "easier to handle" than black woman. Therefore I must not be man enough or strong enough to deal with a black woman.

As for being told that you look so young. Well, that's a bypass that younger women use to explain why it's ok for them to be attracted to you even though their brains are telling them they shouldn't be. "Like I know you're 32 and I'm 20, but you look so young tho."
