I didnt know that. Intellect counts but only if its an effect of being a super powered being. For example like the way the Leader became smart after gamma ray exposure. Otherwise you have your own natural intelligence and just the abilities to use these powers.

Yes, former or current members but they had to have been full time members. No raikage or gaara but the hokages and uchihas are fine, at any power level so six paths madara is a go. But that also means jean grey phoenix is a go, and all star superman is a go.

Good question, it seems like Kaname is the only one unaffected by it. It is an absolute after seeing it that it will work unless the opponent he faces is far above him in power. Although even that is hard to measure because some abilities work regardless. Like doubling the weight of your sword.

Now that I think about it, Emma Frost would be immune to it in her diamond form.
