Congress gave out checks and they were pressured by democratic congressmen to increase the small amounts to at were first suggested. Also pressured into it being more targeted towards unemployment not only taxes (ie employed) as the Rs suggested.

Amendment 14 Section 3 could likely prevent a Trump 2024 presidential run. He may not even be on the ballot due to his involvement in Jan. 6. He's already been indicted for that. It wouldn't take an act of Congress to bar him because Trump being on a ballot for any office would violate Amendment 14 Section 3 of the Constitution. Had he not only participated in Jan. 6 by not only motivating and agitating the mob that attacked the Capitol on Jan. 6 and offered and provided aid to those involved, he'd still be eligible for candidacy. Even still, he would more than likely lose a 2024 general election because he lost states that were once red in 2020. He'd need to not only flip those states, but he couldn't afford to lose any of the states he won in 2020. Trump didn't win the popular vote in 2016 or 2020. So there's that.
