problematic sites aren't hosted using U.S top-level domains anymore and if the servers are in the U.S they are routed through many proxy servers. the cat and mouse game has evolved and it's a lot harder to shut down websites. the site owners uses multiple jurisdictions to bureaucratically stall seizure of sites while they move the site to other places before an imminent seizure and warn users about the new move in advanced.. twitter and reddit are platforms they use for PSA's.
