As much as I like him, the question is "most underrated". Cesaro had shine at some point, he just got it taken from him.

Of all these guys (not counting the Divas, since the Divas division isn't even rated, let alone underrated), Tyson Kidd is easily the one who doesn't get enough credit relative to his talent. It's damn near criminal.
