I think Frankie is a stand-in for Clemenza. As said above, the actor made too many demands. So I think Michael would have treated Clemenza like he did Frankie, he wasn’t going to kill him, he tried to give him territory but wasn’t going to mess up his relationship with Roth.

Frankie’s character hints that Clemenza was killed as he doesn’t believe the heart attack story.

Tessio and Clemenza felt slighted by Michael but i believe Clemenza's super deep loyalty to the family would've outweighed any emotional disrespect he felt. And Clemenza personally killed Carlo, Stracci, and had Paulie killed...for betraying the family. I always believed that Clemenza was killed by the Rozzato brothers over the territory that Pentangelli took over. Pentangelli also took over the house that Clemenza owned and Vito owned before him.

If Clemenza was trusted enough by the Corleone family to move into Vito's former home, I cannot imagine him betrying Michael and the family.
