I wouldn't do it soley on race, but I think decentralization from America is a good idea. Just any place where you vibe with the people, biz culture, and economic conditions. Thinking everything is peachy just because you got the same skin tone is setting yourself up to be a lick.
Don't forget that we are used to an ordered style of business in America that is very difficult to find elsewhere. For example,

So this is why the overall business environment is more important than race. To get the same structured business conditions we are used to in America, you may legitimately have more luck in Canada than Africa, the Caribbean , or Latin America.
