Think about it, so far the Vita wasn't really meant to integrate with the PS3 as it was advertised. After all, they were most likely developing the Vita at the same time alongside the PS4 which was long after the PS3 was out . So they most likely have a grand plan to integrate it with PS4 instead to attract new developers if the streaming of PS4 games pulls off correctly.
This might explain the lack of respones from Sony regarding the Vita's low sales during the past year before the PS4 announcement. They were probably saving the surprise plan for later on .
