Will IT companies look down upon you if you switch companies every 3-4 years?

Nope. IT is a technical field. If you can get the job done that's all that matters for the most part.

Remember you hold all if not most of the cards if you posses a skill

IT companies wont... some of the companies that are in other industries that just happen to hire of lot of IT people, sometimes question that.

If you format your resume with each language or skill listed multiple times, then it will make it easy for you to at least get a call.

I really don't think any company looks down on u for that. 3-4 years is a good tenure to be at a spot. doesn't look bad at all to me.
