Why wasnt Action Jackson made into a franchise like Rambo or Dirty Harry?

You had a known actor (Apollo Creed) who was in good shape, decent actor, good at action and all sorts of easy generic premises to stick him into,IMO Carl Weathers should've gotten atleast 3 movies for Action Jackson.
