Honestly I thought it was the same guy, remember Dexter's dad got shot in the head in the beginning of the movie, so I just assume that he somehow survived but got so disfigured to the point where he had to wear that bowler hat wherever he went. Even Djano was like "Even I know you not supposed to wear a hat indoors" and the dude starred at Django like he knew him but didn't know where.

That was a little in-joke Tarantino did for shyts and giggles. Tamblyn's dad starred in a western in the 60's called Son of a Gunfighter and he cast Amber Tamblyn in that tiny part just so he could put "Amber Tamblyn as Daughter of a Son of a Gunfighter" in the credits.
