Why is the "Snyder Cut" taking so long to release?

Because all the film has is its hype. Once the film is released and the world sees how bad it is then that's that. Might as well string it along as much as possible.

they only filmed one "new scene" and it was in the earlier 2 part script. 99% of the footage was filmed by Snyder before he left the project and Whedon stepped in. Whedon filmed a ton of scenes for his and re-wrote 70% of the script.

So nobody knows exactly how different it is but some say it's basically two different films.

Nope technically if they are filming a new scene and adding it that's makes it no longer a cut.

Reportedly Snyder filmed his whole JL movie but hadn't done post-production stuff yet when he was replaced by Joss Whedon who did re-writes and reshoots to make the movie his own.
What HBO Max is releasing in March is Snyder's original film (which is supposedly pretty different from the theatrical release) with whatever new stuff was shot last year and all the post-production FX stuff included.
Some of whatever needed to be done last year probably took longer than normal to do because of COVID restrictions I would assume.
