Why is "free on Gamepass" a phrase?

I heard this phrase a lot over the past 4 years, but it doesn't make sense. Unless you were given Gamepass for free, you're technically paying a subscription.

Shouldn't the phrase be, "Included with Gamepass?".

The same reason people say "free on ps plus". The way you phrase it is factually correct, but it doesn't go over as well if you're trying to market a product/service

Ppl (xbots) shytted on PS Plus and Sony fans for saying the games are free. But since PS Plus is required for 95% of online gameplay, I considered them free. Looking at trueachievements I've played about 145 games on gamepass. If I bought all those games at launch, it would have cost me $8700. I paid $200 for 6 years of gamepass. That's a saving of $8500 so far and I got 2 years left. It's not literally free but it feels like it.
