Is Fema still under Homeland Security where Bush moved it? That was always pointed to as one of the reasons ( in addition to terrible leadership) why the quality of response fell off after Fema was seen as being very competent under Clinton.

This is why people have allowed those who careless about others to run their country. We have more storms/earthquakes/tornados/floods than 95% of the world and we spend 95% of our money on use-less things like bombs and warplanes when we need to spend money on important things...

5 other countries have a flood prevention system made for them and spend less on weapons and war. Sadly we won't ever get there.
