Because that's too much work for creative.
It's too much work to book a "Will he or won't he" storyline with the MITB briefcase that doesn't follow the bullshyt set formula of the contract holder jobbing or getting punked for weeks, maybe months before they cash in and suddenly we're supposed to forget that they shat on this dude's character up until that point. Because God forbid we get a decently booked MITB holder like Edge (the first time) or RVD where they got built up through winning feuds, winning the IC title, etc. while holder so when they cashed in, it looked legit and shyt wasn't a dead on arrival.
