Why do some states have state income taxes and others dont

here in texas we dont and I know florida doesnt along with like 2-3 other states

shouldnt the states w/o state income tax have less money than the ones that do, what are these states with income tax using this money on

States without income tax tend to have higher sales taxes. Some of them have additional taxes on things like tourism and entertainment.
