Why Are Black Americans From Florida, Louisiana, and Texas faster then the rest of the population?

Something that I noticed way back in high school /college football but in even now during the Olympics Shacarri is from Texas. Noah Lyes is from Florida. Why?

Bruny Surin is Haitian though. He ran for Canada and was very fast (9.84 is his personal best). But it's not common to see a Haitian sprinter.
