It's been said several times in the past that Heyman has little to no (leaning heavily towards no) creative input on anything besides his own promos. I know you all want certain things to be one way......

I wouldn't be shocked if he had involvement in anything he did in relation to Punk (Remember, Punk essentially does his own promos too; it wouldn't be a stretch to think that he and Heyman collaborate), Maddox and the Shield. It just seems like something he'd do.

Beyond that and his own material, probably no involvement in things like the Shield's current doings with Cena/Sheamus/Ryback.

Exactly. Punk and Brock had WWE by the balls in contract negotiations. I sure Paul E has input on their storylines.
