2Pac (he the GOAT for a reason fits each point and is underrated lyrically)
Biggie (one of the goat flows elite lyricist and diverse voice easily pullin off both aggressive and laid back styles)
Big Pun (best pure spitter and can lyrically destroy 99% of rappers)
The Game (can go in lyrically spit wit the best of them and effortlessly take anyone's flow sometimes usin it better than they do)
Snoop Dogg (got the smoothest laid back delivery even when he's rappin hard)
DMX (great albums and has one of the best rap voices along wit Pac Hell Rell and Ja Rule)
Z-Ro (lyrically one of the best around wit a crazy flow and sounds like a cross between Pac Scarface and Bone Thugs)

but I said it doesn't matter as much as the other factors so if for some reason discog isn't as important a factor to you, then I guess someone like Jay could be applicable. But in my personal case yeah he has a no chance.
