That's a tough one. We don't really know Marlo's back story. We do know that Lil Ze has been killing nikkas since he was like 8 and walking away laughing. Right now I'm gonna go with Lil Ze.

Nah breh. We must've watched two different movies. Kenard was a loud mouth kid getting beat up by the older kids for his big mouth. Even after he killed Omar, he ran out the store scared. Lil Dice/Ze, on the other hand, was the same age as Kenard and murdered multiple people in a motel and walked out like
then killed the older boy who was pickin on him the next week, then framed the hotel murders on Shaggy and 
while he ran for his life & got shot up by the cops. We talking about two entirely different levels of evil here. This the same nikka that forced little kids to kill one of their friends just because. Dont compare that shyt to drug dealers up here. Its not the same

But ze comes from a harsher environment but given marlo's personality I'd say he is worse than ze because he is smarter and is confident. Ze was crazy and ruthless as they come but he was very insecure and a lot of his outbursts were due to his lack of control... this why he was more a gang leader than a kingpin.
On the other hand, taking into account of Ze's character, he would of been a force to reckon with in Marlo's environment but I'm sure his life would've been cut short much much sooner than half the people that got offed on the wire.
