I think it’s close, but I’d have to say the Browns QB’s were worse during their respective times with the Browns. Mayfield is playing well now, but the Browns were a different story.

The Browns have worse QBs.

The Bears have managed to land at least QBs that have at least got them into the playoffs and a Superbowl even if they were unspectacular.
