Joker = green goblin
Kraven < Bane
Chameleon < clay face
Black cat > catwoman
Kingpin > Penguin
Lizard > manbat
Doc ock > freeze
Mysterio < scarecrow
Sandman < ivy
Tombstone < two-face
No talia and ra’s equivalent
No real venom/ carnage equivalent unless you want to count bane and joker again then it’s bane = venom
Carnage = joker
Then you get into mr.negative, silver sable and hobgoblin

Batman’s villains are better. Both have insane rogue galleries that belong on the S tier.
Spider-Man’s are my favorite though. The colors, man…I’m a sucker for colors. And there’s something inspiring about seeing Pete be the friendly, neighborhood spider on a day-to-day basis while his foes have suffered similar life hardships.
