The Rock has been an egoistical prick since his Nation days, he just flips between face and heel.

Randy Savage from 1987-1991 probably is the greatest character arc in wrestling history.

The rock has no character development.
past being a crowd buried blue chipper turned heel.
All though I adore the rock.

i think the correct shot in the dark answer. Off the top of my head
The correct shot in the dark answers that immediately jump out at me :

Lawler
Two thirds of the the Rhodes family.

Duhtay Rhodes
Dustin Rhodes , from the natural to the goldust to seven to back to Dustin dressed as goldust.

Duhtay
Went from being with a racist. To no one remembers it at all.
While being the biggest dark horse. As well as the first stalked victim to make tv history.
To actually becoming a booker.
To book

Prince devitt/ finn balor : created rhe definitive indie industry stable. To being a superhero. To now another profound stable.
where said superpower super hero character may not even exist.

I may have to add on.

Yet on first thought.

I think it is those workers all time.
It maybe more. That is can think of. Immediately when I think about it tho. Those maybe the most developed characters all time.

I agree with this counter point.

Randy Savage from 1987-1991 probably is the greatest character arc in wrestling history.

yet this point makes no sense. From your rock post. As this post is similar to the post you quoted to debunk.

How!!?!!

Savage was always a menacing scariest guy on tv villain in syndicated history. That was a carryover from his territory work.
That really never changed. Past him always playing up a face character to get the title. Then really just playing the long con heel face turn role for the strap.

Alternative to....

Bret Hart before savage on national syndicated tv. Before the ring bell to steamboat. Was arguably the only vicious just malicious rabid convincing heel.
Yet Bret lacked convincability for the bigger is better model vince originally boomed with. So Bret never really got to be that style of villain inring. Against hogun in the rock n wrasslin heel dynamic.
To showcase whether that would translate. I saw hogun get owned by adrian Adonis in what I believe maybe their only encounter and lead to a count out victory for hogun. Where hogun was exposed so bad as a kid.

So....I would have enjoyed to see.
unadulterated stampede evil haet foundation Bret vs hogun. Regardless of bigger is better rock n wrasslin era hogun. That I understand Hart's vitriol towards hogun. Where I believe Bret wanted to elevate hogun. While playing along and never being given a chance to. When realistically it always felt like Bret was platooned in tags purposefullu given the bigger ia better rockn wrasslin ideal. as rhe best heel. So hogun never would get exposed. When I feel Bret would have elevated hogun.
by using stampede work watermarks. That would have given hogun inring credibility and convincability .
That wwf as a promotion.
As well as hogun lacked from the rock n wrasslin era.

Bobby Heenan is probably more akin to th style of character you mean historically. Yet never being given enough content in goof ass vince's lack of any heel worth a damn based promotion. Before stone cold. Past don muraco...
Which is more vince's inability.
to understand heel work on a national syndicated level.
Wwe before flair or rhe protege in flair, scsa. Was always built around great face champion work. Against the wackest neutered heel work systemically. Until scsa the protege of flair. Wwe never knew how to book a heel character.
beside carryover from stampede feuds.

Eddy Guerrero and art barr are up there as character development.
Jericho = maybe the right answer too. As the lion heart was so excellent a babyface to debut on wcw with the gentleman Marcus bag well. That seeing him rock finger cuff gloves and a ponytail punk with Ralphus. Just are sheer lunacy as far as character development changes. While. Being bUried under bigger is better clique rule lead hogun and bischoff era semantics.

Pillman : maybe the right answer too.

The maybe the part of the right answer as well.

The character that should have been developed and had all the chops to be way bigger tho.

Big show. Paul wight.
The giant

Just a criminal lack of talent usage. After hogun was threatened and sabotaged the young Paul wight as rhe giant.

Breaking his spirit that it is reported big show never truly recovered to the pathway of initial success. That a guy like Brock Lesnar was able to accomplish in a different promotion and time. Big show had legs creatively as a athletic babyface lady man to maniacal able heel worker. That could floor you with ability. Too bad hogun sabotaged rhe giant. That reportedly broke Paul wight. That we never got the talent of big show truly displayed. As big show could be emotional to a hero to a heel. If not for that reportedly. Being a by product of clique based burial from hogun.
Big show could have also picked up on real movie stardom.

that andre rhe giant also had as well.

Big show is one of the worst casualties of rhe clique rules all time. Plus it had carryover.
That ruined wight backstage.
reportedly in promtion jumping to the wwe as well.

My reasoning for Randy Savage is strictly because of Elizabeth. Elizabeth always loved Randy no matter what. Randy’s insane jealousy and insecurity drove him mad, but when he had lost everything and everyone, Elizabeth was the one that was there for him.

Randy’s arc from the Mega Powers forming to his losing to Warrior at WM 7 is a fukking movie.
