Flair was exciting as hell and super easy to imitate but The Rock just had it. Gotta go with Rocky

I'm a fan of both but I gotta give it too the Rock dude was such a great promo and got 10x better during the tail end of his career. He could control a crowd like no one else. I still remember that Montreal crowd that went crazy for him and booed him like a minute after he went in.

Very hard to choose. both got quotables and iconic promos. I'd lean towards the Rock but if someone said Flair I wouldn't argue

Rock's run was too short. If he was a cac with crooked yellow teeth and more loose skin than a sharpei puppy and was as a result relegated to being an independent contractor for Vince McMahon for 20+ years then we could compare him to Flair.

Flair was better at traditional "promos", ie. putting both himself and his opponent over and selling tickets to see some blowoff match at the Omni or whatever.
Rock was better at carrying long TV segments and getting himself over as the coolest and most quick-witted guy in the business, albeit sometimes at the expense of whoever he was working with.
For me personally, Rock's best shyt is the best shyt ever, but after he went to Hollywood he added a fair amount of cringey material into his schtick (which obviously still got over, because he's The Rock)
It's hard to choose one over the other.
Actually, since the question specifically relates to mic skills, I'll go with The Rock. Dude is such a natural public speaker, and more versatile in what he can do on the mic than Flair.

this was also a major staple of Flair's whole persona tho, his whole heat in the 80s was being the coolest/coldest man alive that men hated because of sheer jealousy. Also nobody in the history comes close to bragging about themselves & their wealth more than Flair.
I think guys like Rocky/Austin/Foley/Savage are top tier best of all time stuff, but Flair is just a tier ahead of everyone when it comes to promos/mic work
