He's from the one punch man manga/anime series.

In a world of a hero association he's the number 1 C rank hero.

He's a normal guy with no powers that rides around on a bicycle and helps people however he can. He follows the law no matter what, even when a town is empty he'll stop at red lights n shyt

Recently his popularity spiked because of one episode when a lot of powerful heroes ended up losing to a strong dude and he came in to try and help. Even though he was losing he still did a lot to keep the other heroes and citizens from dying until saitama (one punch man) got there.

After the battle he sends Saitama a thank you note for saving him and they're now friends.

What makes that last pic epic is that the bald guy never got respect for his deeds. Whenever he did people would shyt on him saying he cheated or the threat wasn't that dangerous. But Licenseless Rider was the only one to show respects and recognize him as a hero just like him which practically made dude's whole life cuz he never got that kinda respect before.
