They don't have to necessarily be a young person, like Carmelo Hayes or Will Ospreay, but they can be an older person who just hasn't gotten that top title reign in their company yet, like Sami Zayn

I think what quanitifes as the IT factor varies from promotion to promotion based on the type of product they present, so I think some guys could have it in AEW and not in WWE and vice versa. And of course Japan is a whole different discussion.
