Does every song count?
Do mixtapes matter if his albums are always great?
Do album matter if his mixtapes are always great?
If he has great solo albums but every group or collab album is terrible or vice versa?
Does his public persona come into play?
Do other business plans matter? (drinks, clothes, movies, tv shows etc. )
Do sales matter?
Does longevity matter?
Does what kinda fans the rapper has matter?

(This is not a skill base q, ofcourse all great rappers have good rhymes, flow and beats)
