part 2 was kind of

The 2 retard mutants in the 2nd movie was the producer's version of Beebop and Rocksteady. He hated Beebop and Reocksteady, and didn't want to include them in any of his TMNT movies. But he was pressured to add them, so he trolled everybody and made the 2 retard mutants as a compromise.

Because the ooze had an external effect on his clothing. It must have been coming out of his pores and effecting the properties of the clothing making them more menacing.
Or.
It was just in the script to make him look more menacing after drinking the ooze.
i might be wrong, thinking of slash or someone.
