Whats up with gaming companies no longer allowing their community to mod the game?

I remember playing all those dope battlefield 2 mods (like Desert Combat) and discovered there were no mods for BF3 cuz EA didn't release a developer kit. Which sucks because the potential to make a dope mod with BF3 is infinite. Could you imagine a star wars BF3 mod?
