What's Taking The Freedom Tower So Long?

they've been building this thing for 10 years now. is there any particular reason why progress on it has been going at a snail's pace? I mean the Burj Khalifa was built in 5 years

This. The actual building only started like 2 years ago. They're building very, very quickly considering when they started. It should be done by next September. Most of the last 10 years was spent fighting and bidding over the plans.
