The 1999 lockout season. Awful basketball all 3 months of the regular season and the playoffs too. Dishonorable mention to 2002-03 for the entire eastern conference and the two best teams in the west losing their best player to knee injuries during the playoffs.
Most sports fans were not interested in the 2003 finals, the ratings reflected that.

1999 lockout season(February -June) the quality of play was low because of the long time off (offseason + lockout )and compressed and packed schedule, players were both rusted (out of shape and didn’t practice much) and rushed(they played a lot of games in a short period of time)

2019-2020 without a doubt and a lot of it isn't basketball related. People were losing lives left and right and the league was trying to recover some losses with a damn bubble.

The Covid years. Bubble and then empty arenas. Then slowly allowing 500 fans in
