I have a few actually.

Jean grey/phoenix- she can't control her self so it's really not her fault

Galactus- I don't consider him evil tho. He eats planets to survive. He doesn't do it to rule the universe or anything

Magnito- he's just protecting mutants from humans that hate them

Lex Luthor- he's just protecting the earth if superman decides to turn evil
