Neil (Deniro) in "Heat".

Avon/String from "The Wire".

Walter White in "Breaking Bad". Series ain't over but him winning doesn't look likely.

I'll think of more later.

Yagami Light from Death Note, at least until his ego got in the way.

Jasmine from the series Angel, who may or may not have been a "villain".
In an earlier season Angel goes HAM and decide to take his fight to the Senior Partners (powerful unseen villains) but he finds out that he can't reach the Senior Partners and the reason that they are so powerful and can't be stopped is because ALL humans carry the idea of evil.

A couple seasons later Jasmine comes around and pretty much ends evil in LA and goes on a crusade to kill demons and bring peace to the whole world. Problem is her followers are brainwashed to love, serve and worship her. They become a part of a hive mind, everyone is connected and happy but individuality is thrown in the bushes. She also has to eat a few people regularly to maintain and grow her powers. Also a lot of good people had to die for her to be born.

Her plan falls apart, she gets killed by the hero, and the world goes back to normal but it makes you wonder if her plans were really that bad. The real villains pretty much thank Angel and his crew for stopping Jasmine. :snoop:

Spoilers for "Angel"....

You're forgetting a key part of Jasmine's story. She tends to get bored with worlds she "enlightens" and they fall apart anyway. The main difference is, Earth had a chance to bounce back after Angel killed her. The last world she was on basically ended because they were too obsessed with her and things being perfect, then one day she was like :ld: and bounced.
