You have the order pretty much correct (1-16). The other films are pretty much one offs and can be watched in any order you like.

OP are you referring to every animated movie DC has to offer or just the movie universe Post-Flash Point Paradox?

If the latter is correct, numbers 1-16 is totally correct as those took place in the most recent movie universe.
