What is the best program for making beats with just looped samples?

For Mac...

Specifically something that when you drop the sample file in, it automatically adjusts the sample to fit the tempo?

I used to use an old mac app called "Soundtrack" to do this but they discontinued it and I can't figure out how to do this in garagaeband.

fl studio works. really you can use any DAW, just gotta learn it. watch tutorials on youtube. How to sample in _[insert name of DAW]_

you probably can do this in most daws if you learn how to.. i use fl studio.. they chop it for you.. you slide to the right chop spot. then loop it. pretty easy
