Trying to get 100% of people on board with a strategy is a great way to fail. Instead look at the states that have the lowest populations and calculate how many black people you would need to move there to have an overwhelming majority. That's pretty much what the Mormons did with Utah, and what the Mexicans have been doing with the Southwestern USA.

Alabama is already 25% black at 5 million total residents.

that’s about a million. We add a million more it would be 2 million of 6 million total.

I would hypothesize that Alabama needs 2.5 - 3 million black people to move back in order to gain a population majority.

I think this is something that could happen over a decade or two but not in a short amount of years.

Technically you only need a majority of blacks in each county or a majority of the counties so you can control the state legislature.

So Alabama has 68 counties. Black people already control about 15-20 of them. If we took over 20 more rural counties we could flip this state without an overwhelming population and build something to entice the masses to come live here.
