The #1 has to be Cidolfus Orlandeau aka Thunder God Cid from Final Fantasy Tactics. He was so powerful it felt like lowering the difficulty setting without even touching it.
My #2 is Fie Claussell of Trails of Cold Steel. Fie is God tier level broken. If you raised her evasion stat she was borderline untouchable and with a set up to counter and increase counter damage in the third game and beyond almost anytime a boss would attack her they'd miss then she'd counter and devastate their health with up to 6x damage. Ranged counter attack from enemy ranged attacks across the screen.
My #3 is Squall Lionheart from Final Fantasy VIII once he gets the limit break Lionheart. Put him in critical health and he just trivializes bosses in the game.
My #4 is Velvet in Tales of Berseria. Devour.
My #5 is Rita Mordio from Tales of Vesperia. Overlimit "Blah blah blah tidal wave". Stun lock enemies with a full screen attack until death.
